Kerala Voter List Revision : In a major move to ensure the integrity of the electoral process, the Election Commission of India (ECI) has identified approximately 24.95 lakh voters in Kerala for potential removal from the electoral rolls. This initiative is part of the Special Intensive Revision (SIR) 2.0, aimed at “purifying” the voter list by removing deceased, shifted, or untraceable individuals. With the house-to-house enumeration phase concluding on December 18, 2025, the state is now entering the critical phase of claims and objections.
Understanding the ASD LIST (Kerala Voter List Revision) : Why 25 Lakh Names are Flagged
The names identified for removal are primarily categorized under ASD (Absent, Shifted, Dead). These represent “uncollectable enumeration forms”—cases where Booth Level Officers (BLOs) were unable to verify the elector’s presence during their door-to-door visits.
The breakdown of the flagged names includes:
- Deceased: 6.44 lakh names.
- Untraceable: 7.11 lakh individuals.
- Shifted/Absent: 8.19 lakh voters who have permanently relocated.
- Duplicates: 1.31 lakh entries.

- Second Appeal: If unsatisfied with the DEO’s decision, a second appeal can be filed with the Chief Electoral Officer (CEO) within 30 days.
Even after the final roll is published on February 21, 2026, continuous updation remains open. Citizens can technically add their names or request changes until the last date for submitting nomination papers for the 2026 State Assembly Elections.
